Job Description

At TriMet, we're committed to innovative and safe transit solutions for our community, with transformative projects like the Interstate Bridge Replacement (IBR) on I-5. We're seeking an experienced Manager of Safety to play a key role in ensuring the safety and success of these initiatives.

As the Manager of Safety, you'll lead the Construction work-group within TriMet's Safety and Security Division. You'll manage, oversee, and coordinate all aspects of the Agency's Construction Safety Programs, Safety and Security Management Plans, and Safety and Security Certification Programs for capital projects.

Your responsibilities include providing expert guidance to Engineering and Construction services, completing hazard analyses, and overseeing compliance audits. You'll also lead the Safety department in the Director's absence, promoting a culture of safety for TriMet employees and contractors.

Serve as a good steward of TriMet by regularly utilizing our transit system to maintain a strong and current understanding of customers’ experiences and of TriMet’s product and service offerings.

  • Provides oversight and implementation of the Agency Safety Plan and ensure compliance with applicable federal and state and local regulations, and industry construction safety best practices.
  • Manage, review, coordinate and perform safety risk analyzes and assessments supporting capital and improvement projects. Recommend mitigation measures to effectively control identified safety risks. Provide leadership and support as required to agency-wide Safety Risk Management and Safety Assurance development and implementation efforts.
  • Ensures construction and system safety processes, specifications, design manuals, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable local, state and federal laws, agency policies and procedures, rules and regulations.
  • Lead the safety engineering and construction team in the development, implementation and administration of Safety and Security Management Plans and Safety and Security Certification Programs for capital and improvement projects, and as applicable, in accordance with Federal Transit Administration requirements.
  • Monitor contractor safety performance and construction activities to assure contractual compliance. Identify safety and security items that contractors are required to perform Through the use and development of Pre-Hazard analysis, Operational hazard analysis, development of JHA's as related to the contract work. Develop a risk register as required.
  • Safety and Security Certification Program Management: develop and implement program by establishing procedures to verify that contractors, staff, and committees build, install, inspect, test and train all the project’s facilities, systems, and equipment in accordance with the project’s stated requirements. Facilitate and support completion of final safety and security certification prior to placing the project into revenue service; if applicable, this certification must be documented in a final verification report.
  • Manage department staff, including recommending hiring, disciplinary action, discharge, assigning work, training, coaching and performance evaluations.
  • Work across the organization to continually evaluate safety and security critical design criteria elements and to ensure safety and security design criteria and requirements for facilities, passenger and work vehicles, equipment and infrastructure, are incorporated into designs, improvement projects, and contracts, to achieve District safety goals.
  • Develop contract specifications relating to safety as needed. Review and recommend updates to contract "safety requirement" specifications for outside contracts involving construction, maintenance, and repair of new or existing major facilities, mechanical, and electrical systems. Review contractors' safety documents to include safety submittals.
  • Oversee monitoring of contractor incident investigations & reporting to assure that their incidents are appropriately evaluated, investigated, resolved and comply with agency expectations and reporting requirements.
  • Interface with external agencies (federal and state safety oversight) and coordination of safety activities that may affect external partners, contractors, or other outside agency representatives, as applicable to each project.
  • Supervise assigned staff and consultants. Coordinate activities to work effectively across departmental lines. Set performance requirements and facilitate staff development through the performance management process.
  • Provide guidance and support in developing safety management system and occupational safety training according to agency needs and/or Agency Safety Plan.
  • Directly supports the Director of Safety and Executive Director of Safety and Security. May delegate Safety Director responsibility over engineering and construction projects in the absence of Safety Director.
  • Develop and Manage contracts, including writing scopes of work, negotiating, monitoring of compliance, and fiscal management. Participates in department budget development and forecasting.
  • Develop presentations and present to senior staff.
  • Work with outside agencies including Fire and Police as required. A minimum of a Bachelor's Degree is required.

    A Bachelor's Degree in Science, Public Health, Public Administration, Occupational Safety and Health, Safety Management, Engineering, Construction Management, Aviation, Transportation, Risk Management, Physical Sciences, Industrial Hygiene, or related field ispreferred.

    A Mater's Degree in Science, Public Administration, Organizational Management/Leadership, Occupational Safety & Health, Safety Management, Engineering, Risk Management, Public Health, Industrial or Occupational Hygiene or related field ispreferred.

    A minimum of six (6) years total credited experience.*

    Six (6) years of experience in the safety field, including: transportation, commuter or heavy rail, fleet safety, aviation, manufacturing, construction, oil and gas safety, electrical safety, public health or other applicable dedicated safety job role are required.

    Five (5) years of experience developing and implementing occupational safety and health programs, safety management systems, organizational change, and/or construction safety in the public or private sector arepreferred.

    Five (5) years of experience in heavy rail, commuter, light rail, maintenance, streetcar and/or bus operations as they pertain to public safety and transportation are preferred.

    Five (5) years of experience overseeing the safety requirements for the design and construction of light rail extensions, building construction, and other major capital projects are preferred.

    Five (5)years experience working with OSHA regulations is preferred.

    Five (5)years experience leading and managing direct reports is preferred.

    Two (2) years lead or project management or staff management.

    TSSP - Transit Safety and Security Program (Bus and Rail) is required within 3 years of hire.

    ARM - Certification In Risk Management: ARM, OHST, CHST, STSC, ASP, CSP (Professional Safety Certification) is preferred.

    OSHA 30-hour Construction Industry is preferred.

    Current valid driver's license with a clean driving record is required.

    Or any equivalent combination of training and experience.

    *The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description.     Wage Range
    Minimum: $105,613.00
    Maximum: $158,418.00

    Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
